You're entirely free to level up the way you want, but personally I'd rather do things efficiently. This is a pretty niche game, unfortunately, so finding a lot of useful information about it is hard - and its systems are characteristically complex. No idea if a maxed out unit receives a share of the exp. Max non-HP stat is 99,999, no idea what max HP is. Again, no stat boosting decor, but if I'd used the Cat's Cradle, the hero alone would be at 80k+ in every stat (depending on the cycle number, obviously). ^ And that's with freshly bought level 9999 soldiers (they have the highest natural leader adjustment at 12%, but have pretty crappy stats). Then boost the other unit's leader adjustment stat with the RP you get from those inspections and you'll see results quickly enough. I'd say the best way to go about it is to level up the hero to 9999, create level 1 units, then go through inspections with the decor that boosts HP on level up (as HP is the only one that won't max out from having a full room at level 9999), making use of Demon force to kill enemy rooms without actually fighting (and therefore without risking your low level units). It's really not necessary for the hero, though, since they'll always be the leader and therefore will benefit from everyone's stats.
